Florida House of Representatives Bill 711

SUBJECT: Florida House of Representatives Bill 711 Valuation Study Request for Proposals

In April of this year, I informed you about the Florida House of Representatives Bill 711 (HB 711) both via memos and in my Town Hall meetings with you. I shared, at that time, that one of the requirements of this Bill is for PMC to initiate a valuation/evaluation study of the financial value of our organization, as well as a comparison study of our cost and quality. A request for proposals has been distributed to qualified consultants to conduct this study on our behalf. It will soon be publicized. I wanted to make you aware of this and remind you that it is being done to comply with this new law.

As a reminder, The Florida legislature ended its 2012 session last March by passing the HB 711, known as the Hospital Sale and Lease Bill. This Bill pertains to all public hospitals in the state of Florida (which includes approximately 30 hospitals). Under HB 711, every public hospital in the state of Florida is required to evaluate their organizations and then have a discussion about the benefits, or not, of selling or leasing their facilities. The law requires that this specific discussion occur. The law does not require that the hospital be sold. A couple of hospitals have already completed their studies and reported out in public meetings on their findings.

Again, the evaluation study we will conduct is part of this requirement. Sometime next year we will be required to conduct a public hearing regarding the findings of this study. You are invited to attend that meeting to listen to the report.
